Today I have learned that a bill for time and materials is a very effective way to get the attention of someone who has been making your life difficult with inefficient bureacracy.
Had a hardware support engineer go to site to do a swap. Because of various 'difficulties' he wasn't allowed in, and the site personel were ... un-coperative in getting the matter sorted (in a 'no, can't be bothered to check, your name isn't on the list')
So they've been invoiced, because whilst 'fixing a problem' is part of the service contract, 'sitting cooling our heels whilst you dick about' isn't.
Essentially - they're paying for the support contract, and the part replacement - but not the time to come back and do it again, if they obstructed it.

But he was there and his time costs, you still have to pay for it.
