If the price of oil is plummeting, why are petrol prices still so high (and seemingly still going up)?

I wonder what the Russian response will be?

Is in their interest to join OPEC or watch from the sidelines? To what extent is Venezuela playing the role of their proxy?

While Moscow may have won the recent conflict in South Ossetia the Moscow markets have slumped as investors have withdrawn funds. A higher oil price would probably work to their advantage.
