I have a can of french onion soup.

Does this mean it's an onion soup, made to a french recipe?
Or does it mean that it's a generic recipe made with onions that came from france?

It's a phrasal noun, "French-onion-soup"; not a noun "onion soup" with a descriptive adjective "French".
