Since when is not having an account a 'system fault'?
No matter how many times you log "can't log in" as a fault report, I'm still not going to create you a account. Fill in that other form, that's got 'account creation details' on it. Really, we're not asking you questions just to be awkward. We actually need to know which site you're on, which system you're wanting access to, and which group you're working with.
Oh, and they also require approval from your department. It's really not being obstructive when we require someone ringing up our helldesk for a new account, with access to Important Stuff to have approval from someone responsible for said Important Stuff.
No really. Not being able to login without an account is not a fault. It's functioning as designed.
